GOLIA – The mobility policy of the future!
Unequal access to transport, greenhouse gas emissions, digitalisation, and increasing governmental complexity: these are just some of the challenges that our mobility ecosystem faces. The GOLIA project prepares urban mobility for the future by focusing on climate resilience, social inclusion, and (data) governance.
What is GOLIA?
GOLIA stands for ‘Governing, Optimising and Leveraging Innovations proActively’. It is a Horizon Europe project that runs for three years and brings together 21 partners, including Mpact.
GOLIA wants to strengthen the way in which cities make mobility decisions. We do this by:
- Aligning local, regional, and national mobility plans with the European Green Deal and the Sustainable Development Goals.
- Collaborating across governance levels and sectors such as climate, energy, health, logistics, and education.
- Ensuring that transport systems respond to different user groups, including vulnerable populations.
We go beyond desk research by developing accessible tools and creating solutions based on real-life challenges that our three partner cities face: Antwerp, Florence, and Pilsen. Antwerp, for example, wants to make its ‘Smart Way to Antwerp’ (Slim Naar Antwerpen) route planner more accessible for hard-to-reach groups. Here, the expertise of Mpact will come in handy!
What is Mpact’s role?
Mpact is involved in research into the concept of MaaR: Mobility as a Right. We contribute with experience from other projects regarding inclusive mobility in which Mpact was involved, including Shared Mobility for All, ShareDiMobiHub, and SmartHubs. Together with our partners, we define the barriers that certain user groups face and how to mitigate them, while contributing to the development of legal and policy frameworks for Mobility as a Right.

Mpact is also a member of the GOLIA Impact Creation Board. Among other things, this means that Mpact and its project partners will provide expert input on the deliverables and communicate the project’s results to relevant stakeholders at regional, national, and European levels.
